Purpose of the position:
To provide Leadership and technical support in the implementation of World Vision Tanzania Smallholder Farmer Strategy seeking to achieve Resilient livelihoods of small-holder farmers (agro-pastoralists and pastoralists) to better care and support their households by 2020
S/he will also communicate World Vision's Core values and demonstrate a quality of spiritual life.
Roles and Responsibilities:
Spearhead rolling out the implementation of Resilient and Livelihood Technical program at the cluster/ ADP to enhance the livelihood security of poor and marginalized households.
Effectively follow-up and support Livelihood Facilitators in the Cluster/ Area Development Program (ADP) to perform their duties and take responsibility for performance management.
Ensure high quality project implementation and reporting of Resilient and Livelihood interventions, track the targets and shared in a timely manner with Team Leader – Resilient and Livelihood.
Provide technical support and leadership needed in Resilient and Livelihood portfolio including concept note for funding development, Project planning, technical document drafting.
Coordinate Identification of Resilient Livelihood values chains options in ADPs, and provide guidance on up scaling of innovative technologies to improve food security and income of Smallholder farmers.
Ensuring that in all Resilient Livelihood interventions programming, there will be an intentional inclusion of the most vulnerable in the community.
In collaboration with DME officer, follow up a monitoring system designed to capture Key Performance Indicator of livelihood programming, and develop a reactive or preventive mitigation response to the identified issues.
In collaboration with Cluster Manager develop training modules for capacity building of community groups, and interns of WVT Internship program in the area of livelihoods to improve community livelihoods security.
Guide the documentation of livelihood promising practices and share them with partners.
Facilitate WVT/GAFCo/VFT integration activities in the Cluster.
In collaboration with Cluster Manager prepare and deliver a comprehensive livelihood capacity building curriculum for ADP/Savings Groups and Producer Groups to improve their livelihood strategies.
In collaboration with Cluster Manager, maintain close working relationships with various partners at National and District levels aimed at improving the livelihood of poor households especially those of children and vulnerable groups and World Vision Visibility.
Prepare weekly, monthly, quarterly and annual activity reports for the supervisor.
Minimum Qualification required:
Should have a university degree in Agricultural economics, Agriculture, Rural Development Natural Resources Management, Management or related field.
Possession of a Masters degree in these fields is an added advantage.
Experience:
Should have a minimum of 4 years experience in development work with an NGO operating at the National level.
Prior experience with World Vision an added advantage.
Technical Skills & Abilities:
Should have been involved in Project Design and Implementation, monitoring, evaluation and reporting.
Thorough understanding and experience in Resilient and Livelihood concepts.
Prior experience with participatory livelihoods asset inventory and development at the community level .
Thorough understanding and Experience in quantitative and qualitative data collection methods, including sampling, survey design and data analysis
Understanding of a cluster level planning and design of projects.
Experience in the application of Results-Based Management framework.

Purpose of the position:
To provide Financial Management and Administrative support to the Program as per WV policies and procedures.
Communicate World Vision's Christian ethos and demonstrate a quality of spiritual life that is an example to others.
Roles and Responsibilities:
Prepare internal and external disbursement according to World vision operating policies and GAAP and submit them to the cluster office for payment. Also ensure that all such payment requests are within budget, adequately supported and in accordance to WV Tanzania approval limits. Review Partners funding request for correctness and submit to Senior Cluster accountant for processing.
Handle petty cash float of the program, ensure all payments are properly approved with the relevant backups, ensure there is timely reimbursements done; all cash collections are recorded and timely deposited in the bank.
Participate in Projects Budget Preparation and Management, monitor spending against budgets for all projects with the Program to ensure no under or overspending takes place.
Administration managements; Store management for the program and fleet management activities. Reconcile store records, raise purchase requisitions and submit to cluster for processing, follow up purchased items at NO on behalf of the ADP for timely delivery and reconcile with GRN at ADP.
Maintain an updated and complete Fixed Asset Register at program level, Perform assets inventory at least twice a year, all assets are tagged and coordinate disposal of obsolete assets as per WV Policy. Also oversee any WV assets that could be transferred to Partners within the ADP to further WV business, post all the financial transactions to the systems.
Participate in Project Visits for review of ongoing constructions, ongoing seminars and verification of delivered items to beneficiaries prior to payment by cluster office; facilitate Sponsor visits and GN processing to RC Families and Community.
Responsible for building capacity of staff and partners within the ADP in Financial Management and WV Financial Policies and procedures.
Manage all Travel and business advances issued to staff within the Program by ensuring that they accounted for on time, no advances are issued before retiring previous one and that advance are used for WV business only.
Management of local partners; Review of partners budget, detailed implementation plans and cash flows, sub-grantee monitoring, physical verification of expenditure and submission of partners retirement or expenses to the cluster for posting.
Support Internal and External Audits at ADP level including partners audits.
Ensure monthly financial reports with complete attachments are filed at the project, share monthly variance reports and expenditure analysis with project management.
Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
Minimum Qualification required: Degree in Accounting or Finance.
Experience: 2 years in Project Accounting or Financial Management.
Preferred: Degree in Accounting with CPA Module E.

Project Management:
Supporting design of Literacy Boost (LB) project & Area Development Program (ADP) education project design requirements for literacy program.
Managing the project budget& provide budget guidance/advice to ADPs implementing LB.
Developing & monitor project implementation plans. Support ADPs to develop appropriate LB plans within their education projects.
Ensuring timely and comprehensive reporting
Overseeing the effective management of the LB pilot phase &assisting the scale-up of initiatives from FY15/16.
Coordinating communications between the READ Team & NO
Program Model & Implementation Approach
Facilitating the contextualization of the LB program to the Tanzania situation by liaising with the READ Team & National Office( NO )Education Coordinator
Working with technical specialists, developing additional content to programming components like reading camp curriculum, parental awareness raising workshops and teacher training resources.
Working with NO operations to adjust operational approaches to better support education programming focused on learning outcomes.
Establishing a strong and sustainable mechanism to enable creation, access and utilization of reading materials targeting grade 1-3 children.
Supporting ADPs to utilize a Programme approach that implement through local structures. Eg working with the MOEVT to deliver a high quality teacher training component; Work with community groups like PTAs to facilitate community and parental engagement for out-of-school literacy initiatives.
Program Technical Support& NO Capacity Building
Coordinate with the Read Team & NO Education Coordinator to engage technical advisers to support training, monitoring and other program quality issues.
Ensuring capacity of ADP staff is built to effectively implement LB
Participate in trainings as appropriate
Advising on Programme implementation as required
Conducting reflection workshops and cross learning visits to advance NO staff understanding of LB and its effective operationalization.
Monitoring & Evaluation:
Establishing/utilizing M&E framework for monitoring and evaluating project progress
Coordinating with M&E specialists to conduct literacy assessments that measure LBs impact.
Working with ADP & DME staff, undertake project monitoring, ensuring programming standards are being met.
Liaising with the READ Team to support ADPs with monitoring tools and utilization of appropriate monitoring practices/processes.
Knowledge Management, Communications & Networking:
Establishing a knowledge management system that supports documentation& sharing of project learning’s and progress.
Developing communication products that document progress, impact, and enable enhancements to LB components.
Undertaking networking activities and fostering partnerships with key education sector stakeholders to promote sustainable approaches for improving learning outcomes in school and community systems/structures.

Bachelor’s Degree in Education. Post graduate education training is an added advantage.
Relevant experience of at least 5 years in Education programming with reputable institution, national or international NGO.
